On a side note, to make my selection I was looking at each of the races and I noticed that the 2:00 at Newton Abbot has two listed starters. Would they even bother to have the race?

Yes mate, on rare occasions if 2 horses are declared to run and one withdraws the other horse will run the race, they call it a walk over, I believe it doesn't have to complete the race but has to run past the judges box to be declared the winner and collect the prize money.
