How about, if the goalie goes down, sub goalie comes on within 30 seconds while original is taken off and “treated”, then can be replaced without being counted as a sub. Or, all players must stand in the centre circle during “treatment” and not go to the bench. Also, drinks and gels should be placed in containers on the opposite touchline to the technical area. No in-game coaching other than yelling from the touchline.
