Looks like the Isle of Dogs but obviously not. The other city I can think of with a river like that is Moscow and this is the Luzhniki stadium

Don't think it's in the UK: strange road markings in the SW corner.
Cricket pitch next door, so must be a Commonwealth country.
Looks to have a railway station next to the stadium.
No car parking.

Looks like another very small stadia to the north, I agree re the non UK road marking but left sided driving so Oz or NZ, I'd say the latter looking at the trees which look broad leafed deciduous.
